The power and duties of the officers and employees

List of duties of the Staff of National Museum Institute of History of Art, Conservation & Museology


Vice-Chancellor:

  1. Vice-Chancellor of the Institute Shall be the Vice Chairman of the Institute.
  2. To coordinate utilization of the facilities and infrastructure as per the rules and regulations of the Institute being the Head of the Institute as per the Memorandum of Association of the Society of the National Museum Institute of the History of Art, Conservation and Museology.
  3. To Plan and promote the development of the Infrastructure of the Institute as per the Rules and Regulations.
  4. To ensure cultural and educational linkage between the Institute and the National Museum and other cultural institutions.
  5. To aid and advise the Chairman in all such matters which will contribute to the development of the Institute.
  6. To organize and regulate the faculty which will be placed at the disposal of the Institute through the appropriate procedures.

Directors:

Subject to the control and supervision of the Vice-Chancellor the Director shall perform such duties and exercise such functions and powers as the Vice Chancellor may specify generally or in individual cases and shall assist the Vice Chancellor in all academic and administrative matters. During the absence of Vice Chancellor for any reason whatsoever, the Director shall perform the duties of the Vice Chancellor. He will perform any other responsibilities entrust to him by the V.C./BoM.

Dean of Academic Affairs and Heads of the Department

  1. There shall be one Dean of Academic Affair, to be nominated by the Vice-Chairman from amongst the Heads of the Department by rotation. His tenure shall be of 3 years.
  2. There shall be a Head of the Department for each of the Department in the Institute who shall be appointe3d by the Board of Management on the recommendation of the Vice Chancellor.
  3. The term of the appointment of the Head of the Department and Dean of Academic Affairs shall be 3 years. Dean will be responsible to look after functioning of all the three departments. Head's of the Department will be responsible for functioning of their departments and apprise the functioning of their departments to the Dean. He will perform any other responsibility entrust to him by V.C./BoM.

Registrar

  1. He shall be the custodian of the records and of the funds of the Institute as the Board of Management may commit to his charge.
  2. He shall conduct the official correspondence on behalf of the Authorities of the Institute.
  3. He shall issue notices and convene meetings of the committee and sub-Committees appointed by an Authority as per instruction of the Vice-Chairman.
  4. He shall prepare the agenda and keep the minutes of the meetings of all the Committees appointed by any of these Authorities.
  5. He shall make arrangements for and supervise the examinations conducted by the Institute.
  6. He shall represent the Institute in suits or proceedings by or against the Institute, sign powers of attorney and perform pleadings of depute his representative for the purpose.
  7. He shall supply to the Chairman copies of the agenda of meetings of the Authorities of the Institute as soon as they are issued and the minutes of the meetings of the Authorities ordinarily within a month of the holding of the meetings.
  8. He shall enter into agreements, sign documents and authenticate records on behalf of the Institute.
  9. He shall prepare and maintain seniority lists and other service records of each class of employees.
  10. He shall perform such other duties as may be specified in the Rules and Bye-laws or as may be specified by the Board of Management or by the Vice Chairman from time to time. He will perform duty and responsibilities as per delegation of Financial & Administrative powers and function as cheque drawing officer. He will perform any other responsibility entrust to him by V.C.

Finance Officer:

  1. The Finance Officer shall work under the supervision of the Vice Chancellor and in his absence under the Director and will be accountable to the Board of Management through the Vice-Chancellor. He shall be the ex-officio non-member Secretary of the Finance Committee.
  2. Subject to the Control of the appropriate Authority of the Institute, he shall be responsible for the preparation of the Annual Estimates and statement of Accounts, Balance sheet for sub-mission to the Finance Committee, the Board of Management and the Society, and will be Drawing & Disbursing officer of the Institute.
  3. He will perform duties and responsibilities as per delegation of powers. He will perform any other work entrust to him by V.C.

Assistant Registrar (Academic):

  1. He will render all the assistance to Dean of the Institute in selecting of candidates for post Graduate courses, short term courses and other higher course. Conduct test for selection of candidates for M.A. and other courses.
  2. Arrange lectures for regular and other students including short term course in different disciplines.
  3. All other work relating to academic work and render necessary assistance to students and submit proposal to the Dean of the Institute in the interest of the academic work of the Council. He will perform any other work entrusted to him by the V.C.

Slide Librarian:

  1. To maintain slides/books/journals etc. and the documentation of same. He will be responsible for issue of books to students, academic staff and other visiting personalities. He will provide slides available for lecturer purpose and ensure for return of books and slide.
  2. He will render necessary information to students, academic people and will provide photocopies if required study and lecturer purposes on payment as per requirements of individuals.
  3. He will submit proposals for purchase of books, materials and slides to the competent authority for purchase of same and render necessary assistance to books purchase committee from time to time.
  4. He will perform any other responsibility entrust to him by higher authorities.

Superintendent:

He will submit all the proposals to the Registrar for filling of vacant posts, creation of posts, sanction of leave, pension cases and information relating to the Institute to the Ministry, preparing of agenda for committees and maintenance of service books and leave account of the staff, purchase of necessary items for running the Institute Office, Maintenance f files, store, sanction of telephone & maintenance. Maintenance of the buildings, security arrangements for the Institute office. Transfer of staff, sanction of tour programme of staff of the Institute. Maintenance of staff cars and other administrative works pertaining to the Institute. Preparing of Annual Budget (Plan &Non Plan) and implementation of schemes. Any other work assigned to him by the Competent Authority from time to time. All the files pertaining to Administration will be dealt by film. He will prepare annual Report of the Institute to be submitted to the Ministry.

Sr. Projectionist:

  1. To render necessary assistance to academic staff, visiting Professor and high academic professionals while delivering lecture for display of slides through projectors. To maintain Projectors, P.A. system, LCD and other equipments such as Laptop computers and all Audio visuals equipments.
  2. He will maintain stock registers and files for purchase and annual maintenance of the audio visual equipment.
  3. He will maintain all files pertaining to short term courses conducted by the NMI.
  4. He will perform any other works entrusted to him by the authorities.

Accountant

To process accounts of the Institute, preparing of pay and T.A. bills, prepare balance sheet, budget estimate, five year plan, annual plan of the Institute and other statements as per the requirements of the Govt. for publication of Annual report and Auditing of accounts of the Institute, to have control over grant-in-aid, audit objections, maintenance of General/Contributing Provident Funds, Maintenance of allotment and bill Registers, payment of pension and other dues/retiring benefits, maintenance of pay Registers/Ledgers and all other matters of Accounts of the Institute. Any other work assigned to him by the competent authorities from time to time.

Lower Division Clerk:

To maintain Registers regarding diary and dispatch. Typing of letters on computer, maintenance of files, Guide, service books, leave account and files of unit to which attached etc. maintaining of consumable & permanent stock registers of the NMI and other registers. Any other work assigned to him by the Competent Authority.

Hindi Typist:

Maintenance of Dairy and dispatch Registers received in Hindi. Typing of letters on computer in Hindi. Maintenance of files pertaining to Hindi Section of the Institute. Any other work assigned to him by the Competent Authority.

Staff Car Driver:

Driving of Staff Car, Maintenance of log book of the vehicle, keeping vehicle neat and clean, carrying of minor repair of Vehicle. Maintenance of account for the advance drawn and rendering of accounts and other work relating to vehicles. Any other work assigned to him by the Vice Chancellor from time to time.

Office Attendant/Peon:

To attend Officers/Staff of the Institute, distribution of dak and files. Any other work assigned to him by the authorities from time to time.

Safai Karamchari-cum-Farash-cum-Peon:

To keep neat and clean Institute premises, including rooms varenda, library, Lecture Hall, Corridors, W.C. Bathrooms etc. Any other work assigned to him from time to time. In addition to this he will attend the office to perform the duty of peon and any other work entrust to him.
